The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require all private landlords to have an EICR carried out by a qualified electrician at least every five years.

  • New tenancies: must have a valid report before a tenant moves in.
  • Existing tenancies: provide a copy to tenants within 28 days of inspection.
  • Local authority requests: must supply a copy within 7 days.

Non-compliance can result in fines of up to £30,000. Leeds City Council enforces these regulations.

For HMO properties, electrical safety requirements may be more stringent. HMO licensing conditions in Leeds typically require current electrical certification as a condition of your licence.

If the inspection identifies issues, the report will include observation codes:

  • C1: danger present — immediate action required
  • C2: potentially dangerous — must be addressed within 28 days or as specified
